The Souris Basin Planning Council is a regional council of governments organized in 1972 to address the development needs in the counties of North Dakota Planning Region II. These counties are Bottineau, Burke, McHenry, Mountrail, Pierce, Renville and Ward.

The Council is made up of city and county elected officials, soil conservation district representatives, and local development corporation leaders. The Council oversees a professional staff that provides a wide variety of technical assistance, project planning, development resources and programs to counties and communities throughout this area, including economic development, community development, business development, infrastructure development activities, and land use planning.
