City of Minot Establishes Renaissance Zone

The Fifty-sixth Legislative Assembly created the Renaissance Zone Act, which provides for certain types of tax exemptions and credits to encourage investment within a designated Renaissance Zone. A City may apply for the designation of one Renaissance Zone, up to twenty contiguous blocks, for a duration of up to fifteen years. The overall purpose of the Renaissance Zone Act is to revitalize and redevelop an area, typically in the central city, to attract business and residents.
In April, 2000, then Mayor Carroll Erickson appointed a Renaissance Zone Advisory Committee to review the Renaissance legislation and make recommendations to the Minot City Council. By November, 2000, The Advisory Committee had identified potential blocks for inclusion in the proposed Renaissance Zone and a Public Hearing was held on December 5 to help determine the Zone boundary.
The following January, the City of Minot approached Souris Basin Planning Council (SBPC) for assistance with the development of the Renaissance Zone Development Plan. SBPC staff, in conjunction with the Renaissance Zone Advisory Committee and the City of Minot Planning Department, began drafting the Development Plan in the Spring of 2001.
On July 23, 2001, a Public Hearing was held on the Development Plan and, on August 6, 2001, the Minot City Council adopted Resolution No. 2358, establishing the City of Minot Renaissance Zone. The Zone consists of 23 contiguous blocks, with six of those blocks counting as half-blocks to meet the 20 contiguous block limit established by law. The City then forwarded the Renaissance Zone application and Development Plan to the North Dakota Division of Community Services for review, and subsequent approval on August 6, 2001.
